GREAT NEWS!
The last and final Construction Easement was successfully obtained on April 15, 2024. Our thanks to Mr. Eustace/EFTX for joining his fellow beachfront neighbors in granting it freely, without payment or compensation. We encourage you to thank him as well, particularly if you wrote previously. This is an important milestone, with ALL the requirements of the local SHI Federal Beach Program now fulfilled. Going Forward - Following 2022 Construction:
To date this is not what many within the SHI community expected nor believe fair and reasonable.
- Successful acquisition of the sole remaining outstanding perpetual construction easement from EFTX LLC (Eustace) for the beachfront at Kyle G’s.
- The CORPS confirmation of qualifying as a full participant within the 50 Yr. Federal Beach Preservation Program.
- Annual Monitoring and Surveys
- The CORPs audit and final accounting with hopefully any "credit" returned to reduce the bank loan secured by SLC for the “Local Share”.
- Re-evaluation and determination of the expected lower millage rate necessary going forward from the SHI Erosion Control District.
- Ultimate determination and contribution of a fair share from District E or other county-wide sources representative of county-owned property within the area and available to use by all residents so the burden does not ALL fall only to the residents of the SHI Erosion Control District.
To date this is not what many within the SHI community expected nor believe fair and reasonable.
Sep. 29 – Pre-Ian monitoring of the beach occurred and post-Ian monitoring is already planned.
Aug. 2022 - Thanks to YOUR letters St. Lucie County Agrees to cover 13% (the county owned beach) for the 2022 Beach Nourishment Project, but reduces the SHI millage by only 10%? Why not 13%? Last Budget Hearing is Sep. 22. Click here for more info.

Still to be fulfilled or formalized is cost sharing in keeping with the following quote in one of numerous April 2021 e-mails from the County Administrator:
"As to the budget process, please be assured that your request for additional county funding will be considered as we develop the budget for the coming year. The County will be a good neighbor through this process and its contribution will cover, at a minimum, the public beachfront.”

- Construction (sand pumping and grading) and de-mobilzation (clearing the beach of equipment) was completed 5/12/2022!!!
- Dune plantings are completed and to be monitored for performance criteria.
- The Project's scale and scope was very similar to the 2013 Project.
- Baseline monitoring and surveys completed.
- Daily sea turtle monitoring was performed with any nests relocated during construction. Already significant turtle nesting activity has resumed.
- Other information including funding is at 2022 “South Hutchinson Island Project” at: https://www.stlucieco.gov/departments-and-services/public-works/erosion-district/2022-south-hutchinson-island-renourishment-project
- Any questions about the Project are welcomed by St. Lucie County’s Senior Coastal Engineer, Joshua Revord. He can be contacted at [email protected] or 772-462-1269.
- Please if you contact Joshua express 1. Disappointment about the county’s to date principal reliance only on SHI residents to fund most of the “Local Share” and much less than the 50% from Erosion Control District E or other county-wide resources as for the 2013 project AND
2. Appreciation for oversight, coordination amongst the many agencies and his efforts to successfully bring construction to completion. Thank you.
