IMPACT FEE UPDATE & DECISION
On April 19, 2022, the BOCC (Board of County Commissioners ) met and one of the agenda items was Impact Fees.
This was the second public meeting on Impact Fees, the second reading of the St. Lucie County Impact Fee study 2022 Update on impact fees that are under the control of the BOCC and the last opportunity for the public to speak to the BOCC before they voted at this meeting.
Attached is a Factsheet that provides a concise explanation of Impact Fees (CLICK HERE) this is a complex topic that can affect all citizens of St. Lucie County depending on how the BOCC votes every four years.
Impact Fees have been around since the early 1980s or before and the 2022 Impact Fee Study Update demonstrated the fact that the BOCC had not increased the rates consistent with recommendations from the outside consultants. Many viewed the 2022 recommendations and the BOCC vote extremely important because costs in most all areas have increased substantially and impact fee rates needed to be increased accordingly.
Another factor in recent years is the Florida state legislature has voted to limit the percentage increase that Counties can vote to implement regardless of the consultant’s recommendations to St. Lucie County.
The President’s Council supported the recommendation made by Citizen Budget Committee for St. Lucie County and the recommendation made by SLC staff that the BOCC vote to increase the fees to the maximum amount allowed by law in every category and we sent a letter to the BOCC with that recommendation.
After listening to more public comments at the April 19 meeting, and again reviewing the recommendations made for each category, the Commissioners voted separately on each category of county services and did support the consultant and staff recommendations.
The vote on each category (Roads, Libraries, Public Buildings, Parks, and Policing) was 4 yes and 1 no with Commissioner Townsend being the dissenting vote each time.
These fees will go into effect beginning October 1, 2022, which is the beginning of Fiscal Year 2023 for St. Lucie County.
The Presidents Council wants to thank to each of you that sent emails or letters to the BOCC voicing your opinion on this topic. Again, you have demonstrated your interest in the issues that can impact our lifestyle in St. Lucie County!
