Beach Update from Joshua Revord
I wanted to provide a quick email update on the St. Lucie County Coastal Storm Risk Management (CSRM) Project. Mobilization is in full swing and below are some notable project milestones:

  • Mobilization began on January 5th and the contractor (Manson Construction) continues landside mobilization efforts at Dollman Beach Park. Currently, the hope is to begin dredging efforts on January 22, 2026.  Dollman Beach Closed for Beach Renourishment | St. Lucie County News | St. Lucie County, FL
  • A link to the most up-to-date construction schedule is provided (Sequence of Operations CSRM HI STLC 2025.pdf) and was uploaded onto our project specific website (South Hutchinson Island Renourishment Project | St. Lucie County, FL). Please note that this information was also shared with the Presidents Council.
  • The Contractor recently completed the placement of a dredge sub-line pipe within our permitted northern pipeline corridor for the project, and a corresponding Notice to Mariners was sent out notifying the boating community. NTM - Subline Operations - Hutchinson Island - Dredge Bayport - 260111.pdf
  • The Sherrif’s office has been notified of the project and direct contact information for non-life-threatening concerns has been provided to the Contractor to help streamline communication (if needed in the future).
  • Pre-construction surveys for both the Beach and Offshore Borrow Areas have been completed and FDEP and the Bureau of Ocean Energy Management (BOEM) have provided our team with approval to begin dredging operations.
  • For those that are interested, information on Manson’s Dredge Bayport can be found at BAYPORT.

Dear St. Lucie County Stakeholders,

St. Lucie County is undertaking a vital initiative to recalibrate road impact fees (multimodal fee) to better align with the true infrastructure costs associated with expanding and enhancing our roadway network. This effort is intended to ensure that new development contributes proportionately to the transportation capacity needed to support their growth—helping to maintain the high quality of life our residents and businesses expect.

St. Lucie County’s Road Impact Fee was initially implemented in 1986 to assist the County in providing adequate transportation facilities for expected growth. Rates have evolved over time and, more recently, a technical study for these fees was updated in 2022.

The continued growth and the significant increases in construction costs continue to place pressure on transportation infrastructure. St. Lucie County has retained a consulting firm, Benesch, to update the County’s Road Impact Fee study to reflect current market data. The study includes evaluating the extraordinary circumstances provision within Florida Statutes to have the option to adopt updated fees prior to the standard limit for fee adjustments.

This independent study, which, along with relevant market data, has helped shape the proposed impact fee rate adjustments.
The Study resulted in recommended rates that reflect actual infrastructure demands to ensure the burden of growth is not displaced to existing taxpayers and reduce pressure for increases in ad-valorem taxes to offset new development.

The Board of County Commissioners has not yet acted on the Study’s findings and proposal. As integral stakeholders in our community, we invite you, and anyone interested, to participate in upcoming public meetings, or to provide written input for staff and the Board of County Commissioners.
