Presidents Council Members,
  • Member Meeting November 17th. Thank you to Jennifer Hill, SLC Office of Management & Budget, for a very informative and interesting meeting explaining the County budget process, where tax funds are spent, and the challenges/opportunities looking ahead. Jennifer's presentation is available for viewing on the PC website (pcofhi.com Governmental Affairs Committee).

  • Good News...Milestone Completed! The agreement for the federal beach project between the USACE and the County as “local sponsor” has been received and authorized by the Board of County Commissioners. Thank you, Commissioners!
  • The next critical beach project milestone is receipt of the construction easements, as required by the USACE, from each beachfront property owner (Association not individual condo owner) along the project areas beachfront. Throughout December and early 2021, the County will be in contact with beachfront owners through mailings and meetings regarding completion of the construction easements. As Joshua Revord, SLC Erosion District, indicated at the November meeting, he is the contact person for the project and is available for meetings and to answer any questions you may have. Upcoming PC Membership Meeting – November 17th
Guest Speakers: Jennifer Hill from SLC Office of Management & Budget will discuss the SLC budgeting process and plans for the upcoming year, including further insight into the property tax millage calculation, the County’s response to Covid-19 and other areas of interest to us. Also, Joshua Revord will provide a further update about the Beach Project, particularly any questions about the information packet concerning the construction easements to be sent out in the next couple of weeks.
There is no December meeting scheduled at this time.
Summary of the October 20th Membership Meeting
Guest Speakers: SLC Commissioner District 1 Candidates – Ryan Collins, Chris Dzadovsky; Beach Update Joshua Revord, SLC Erosion District
We appreciated the time that both SLC Commissioner District 1 candidates, Ryan Collins and Chris Dzadovsky, took to meet with the membership and provide descriptions of their platforms. (Note: Unfortunately, due to technical issues, we are unable to post a recording to the website.)
Federal Beach Project Update. Joshua Revord, SLC Erosion District, provided an update on the final critical steps to securing the 50-year Federal Beach Project. The PPA, one of the pillars of the project, is in its last stages of legal review with USACE and the County expects to receive the final version in the next couple of weeks. The plan is to take the PPA to the November BOCC meeting. The perpetual construction easements are the last element to ensure the success of the project. In the next 2 weeks, beach front property owners will receive from the County the construction easements for signature. Although the due date is not until February 1st, Harvey Alligood emphasized the need to get started early by contacting your attorney to ensure that everything is in order and completed with signatures prior to the deadline.
Joshua emphasized the importance of this project due to the increase in storms and sea level rise and offered his support throughout these final steps.
Harvey reinforced the importance of this final stage and highlighted Joshua’s efforts on our behalf to complete the contract with USACE. The perpetual construction easements are critical and are the same as the 2013 temporary construction easements, except that they extend for the 50-year life of the project.
A question was raised regarding the FPL project installing concrete domes offshore the plant to help control erosion. Joshua indicated that he was aware of the projects to dampen wave action off FPL shores and agreed to provide any further information he can gain regarding any impact on those properties south of the plant. PC is also working to schedule a meeting with the FPL engineers to better understand the projects’ impact on us.




Update on New Development on Hutchinson Island


Several new projects have been added to the County’s New Development listing. The projects are in various phases and continue to be progressing through the SLC Planning & Development Dept. We will request to be placed on the County Planning & Development meetings agenda distribution list to ensure that we are notified of any development project that is located on the Island. We appreciate all of Kori Benton’s efforts, Sr Planner-SLC Planning & Development, to keep us informed on the progress of these projects. The details for all of the projects are being finalized in the next week, and will be placed on the PC website, Governmental Affairs Committee page.


Follow-up Information from SLC Fire Dept regarding BDA survey


Meetings continue with Capt. Langel, SLC Fire Department, and Jeff Collins, the former Fire Chief for Palm Beach County, to find the best way to navigate the BDA code requirements. Capt. Langel is now looking into a repeater system, which is currently used by the Bonita Springs FD. The system includes installing a signal booster on all fire dept. vehicles, rather than having the buildings install an amplifier system, which can cost in excess of $200,000 per building. Both Capt. Langel and Jeff Collins agree that right now there are very few firms that conduct the surveys and do the installations. But the market is rapidly expanding, and it is expected that in the future the costs will come down. It is also anticipated that there will be pressure on the state legislature to extend the 2025 date for compliance. As the PC continues to investigate options and monitor the situation, we suggest that other than contacting the Fire Dept. to ensure that your contact information is correct, waiting until summer 2021 to take further action. We appreciate Capt. Langel’s ongoing support and will continue to keep you informed as more information is known.

Upcoming PC Membership Meeting – October 20th Guest Speakers: SLC Commissioner District 1 Candidates
We are pleased to announce the guest speakers for the upcoming meeting will be the two candidates for the SLC Commissioner representing District 1 (the Commissioner representing So Hutchinson Island): Chris Dzadovsky (incumbent) and Ryan Collins.
As you are probably aware, PC is a not-for-profit corporation and therefore, may not and does not support individual candidates for political office. However, consistent with our mission statement, we strive to provide opportunities for educating and supporting the membership on issues of concern to the residents. Both candidates have been invited to present their relevant experience and platforms to us.
This meeting will be conducted virtually via Zoom. Each candidate has been allocated ½ hour to present and respond to questions and will not be in attendance during the other candidate’s presentation. The meeting will begin promptly at 2:00pm with Ryan Collins presenting and Chris Dzadovsky will follow. (A coin toss was performed to select the order of the speakers.). Due to the nature of this meeting, minutes will not be prepared nor a summary provided. More details and zoom access information will follow prior to the meeting.
Summary of the September 15th Membership Meeting
Guest Speaker: Capt. Paul Langel, SLC Fire Dept. (BDA-bio-directional amplifier survey and code requirements for high rise buildings)
Capt. Langel provided background information, Florida statute and code requirements and future timelines. This legislation addressed issues in communication coverage discovered by first responders during 9/11. The April 27, 2020 letter (attached to this email and available on pcofhi.com, Governmental Affairs Committee) from the SLC Fire Dept. provides more details on deadliness and those impacted by the requirements. It is unknown at this time if there will be any changes in the process or deadlines during the next legislative session.
Capt. Langel emphasized the need to be proactive and this meeting was meant to help build awareness of the process/resources available. To ensure that your Association receives all current information from the Fire Dept., contact Kelly Machado, Assistant to Capt. Langel at 772-621-3322 to ensure that current email addresses are provided. Capt. Langel’s email is plangel@slcfd.org. Also, in attendance was Josh Franklin from Signal Corp 561-699-8748, josh.franklin@signalcommunications.com. Signal Communications performs the surveys for the Associations.
Additional information provided during the discussion:
Legislation applies to buildings 75’ at the highest occupiable space.
Deadlines included in April 27th letter from Capt. Langel. (available on pcofhi.com)
Process improvements are for the safety of the first responders and the residents.
Lack of communication coverage is attributable to the type of construction of the high rises, in addition to the location of the signal.
Solutions for the Associations to improve the coverage is costly and various alternative options to improving it at a broader level were discussed. (i.e. add a new site; strategic antennas on the building roofs; add an amplifier to the fire trucks). Capt. Langel advised that the Fire Dept has all updated radios and signal boosters.

Capt. Langel’s openness and willingness to work closely with us is greatly appreciated. PC Board will continue to look for alternative solutions, connect with expert resources and communicate new information to the membership as it becomes available.
2020 Property Tax (TRIM) Notice
The SLC August 2020 Notice of Proposed Property Taxes, also named 'Truth in Millage' (TRIM) Notice, have been distributed. If you have not received your notice, please contact St. Lucie County (SLC) Property Appraiser's Office at 772-462-1000. For those property owners within the 3.4-mile Federal Beach Project area, there is a new line item this year described as “SHI Erosion Control” that is in keeping with the So. HI MSTU authorized in December 2019. Column three (3) indicates a tax rate of “0.2131”. This rate was confirmed at a September 10th meeting of the SLC Board of County Commissioners (BOCC), will be finalized at the September 24th, and will be reflected in the November 2020 tax bills.
It has been confirmed that this new tax is only for “initial project startup costs” such as survey and title work etc. to support the acquisition of the required Construction Easements and NOT any subsequent construction costs. This is supported by the information that the staff outlined and updated August 17th: “The costs of the MSTU may be phased-in, with first-year costs beginning November 2020 only including initial project startup costs and not full-term construction costs.” (Source: SLC-ED https://www.stlucieco.gov/departments-services/a-z/mosquito-control-coastal-management-services/erosion-district/2020-south-hutchinson-island-renourishment-project/south-county-renourishment-project-funding-plan)
Important Note: Per the County, any reference to “S Hutchinson Island – Beach/Dune Restoration (772-462-3500” (the 2013 Project) will be removed and not included on any November 2020 tax bill.


B&D Status Update Federal Beach Project - Funding

Remaining to be determined during NEXT year’s budget process (for fiscal year 2021/2022) is the funding solution for the “local share” (costs not funded by either the federal or state government). More specifically, construction costs for the USACE’s “Initial Start” (the first nourishment project), scheduled winter 2021/22. Its completion fulfills requirements for continuing participation within the 50-year federal program.

The County reminds residents that the Federal 50-year Beach Preservation Program is not yet “locked in” and potentially still at risk of being “lost”. Federal and State funding is collectively around 63.5%. Also included in the 50-year program is the qualification for any Federal Flood Control and Coastal Emergency (FCCE) funding to protect or repair Federally authorized shore protective works threatened or damaged by coastal storms. Together both are significant benefits and there are no other government funded programs available on the horizon.

The “worst case” scenario described by County staff (also within the above “Source: SLC-ED”), indicates 100% of the “local share” (everything NOT funded by either the federal or state governments) be funded by the local So. HI MSTU (Municipal Service Taxing Unit). It outlines an estimated tax rate of “1.2529 Estimated Millage Rate (tentative)” for “six years”. The PC letter to the County, dated August 11th, (available on the website, B&D Committee) advocates additional County-wide funding. It is our intention to continue to pursue it throughout next year’s budget process. A September 7th letter to the Commissioners (also available on the website, B&D Committee) requests “. . more clarity concerning the annual funding of the “local share” to fulfill the So. SLC Federal Beach Preservation Program.”

We will continue to work closely with and in support of the County’s efforts toward a successful “Initial Start” for this project. (Further details are provided on the Website pcofhi.com, B&D Committee page.)

FSBPA Convention Underway

This week the FSBPA (Florida Shore & Beach Preservation Association https://www.fsbpa.com) Convention was held. Harvey Alligood joined various presentations virtually during the week. Presentations will be available to view in 6 weeks on the FSBPA website and a link will also be available on pcofhi.com.

August 18, 2020 Meeting Summary

Guest Speaker: Jacqui Thurlow-Lippisch, Governing Board Member South Florida Water Management District (SFWMD). (website: sfwmd.gov)
Charles Grande introduced and welcomed Jacqui Thurlow-Lippisch to the meeting. The two have worked together over the years on water related issues in the area.
Ms. Thurlow-Lippisch launched into her discussion by explaining the organization’s structure, reporting relationship, and the direction. It is composed of 5 Districts with the South being the oldest. The current problems with Lake O were placed in context by explaining the history of the development in the state since 1923. SFWMD began a new journey in 2019, when the Governor replaced all of the board members and the current mission was developed. For the first time “to safeguard and restore South Florida’s water resources” was included in the mission. Governor DeSantis 2019 Executive Order 19.12 outlines the new strategic plan and is useful to review in order to gain a better understanding of the direction.
The SFWMD projects all tend to be long term efforts and the 3 significant projects were described: the EAA reservoir, C44 reservoir, and C-43 reservoir. Funding for all of the efforts was also explained and more information is included in the presentation slides, including other major project timelines.
Ms. Thurlow-Lippisch was asked what we, as interested residents, can do to support water resources efforts. “Become an advocate!” was the reply. She further explained the need to build relationships with elected officials, speak out during public meetings and voice what’s important to you.
Additional questions from participating PC members were discussed, including one on the Lake O height schedule (LORS). The criteria for determining the level now considers “Human Health & Safety” impacts, along with agricultural needs. The Army Corp manages the Lake level and SFWMD is the local sponsor.
Ms. Thurlow-Lippisch’s enthusiasm and passion are infectious. We all took away information that we can share with others to support the effort to improve the water quality in our area.

Beach & Dune Committee Update

Harvey Alligood provided a brief Beach & Dune update: the PPA has not yet been signed but, expected at the September BOCC. Also, at the September meeting, the final budget will be confirmed for the fiscal year beginning October 1st and tax rates for November 2020 tax bills. (Note: This information will be updated based upon the information in the TRIM notice received 8/19/2020).
To date, still no additional public beach access points and associated required parking and appears doubtful at this time. Consequently, funding plans will move forward assuming no additions.
Concerns remain about funding mechanisms, the extent of county-wide funding and indications to date that any federal funding not acquired (presently as much as $6.3MM), but lost because of beach accesses not forthcoming from the local community being part of any levy on the local community (Note: as outlined and updated 8/17/2020 on the County website: South County Renourishment Project Funding Plan)

Beach & Dune Committee Update

Critical milestones continue to be the focus: signing of the PPA (Project Partnership Agreement), the funding of the local cost share, and the construction easements. As we advised, the July budget workshops were completed, and members of the PC board continue to advocate on behalf of the HI property owners.

Ft Pierce Utilities Authority (FPUA)
As you may be aware, the first weekend in August there was a water main break that required repair and a precautionary boil water notice went into effect for South Hutchinson island. At that time, the normal alert process was put in effect by notifying the press, posting on the FPUA website and Facebook page. Since some were unaware of the alert, FPUA suggests that your Association can be placed on the customer notification list in order to be notified directly. If you would like to be placed on the list for future alerts, contact: Jann Widmayer, FPUA Community Relations Manager jwidmayer@fpua.com .

Presidents Council Update (7/28/2020)

Presidents Council Members,
July is coming to a close and as we move into August, we wanted to provide you with an update on the outcomes of the July membership meeting, actions taking place by the County as the Beach project moves forward, and upcoming meeting dates. All PC meetings through the end of the year will be held virtually using the Zoom platform. After some technical difficulties last week, the meeting went off without a hitch on Thursday. All members will continue to be updated via email and the PC website (pcofhi.com).

St Lucie County Federal Beach Project Meeting – July 29th, 2020 at 2:00pm.
The recently mailed package from SLC regarding the Construction Easements for the Federal Beach project is on the PC website (Beach & Dune Committee page). Also included is information about the County hosted meeting on July 29th to further explain and clarify any questions. Presidents Council Membership Meeting 7/23/2020 Summary. Guest Speaker: Kate Cotner, Florida Power & Light.
We appreciate Ms. Cotner’s time and effort to join us. She provided us with an extremely timely, informative and lively presentation. The materials and responses to questions asked by individuals at the end of the discussion will all be placed on the PC website shortly. The presentation materials provide many of the details regarding FPL, how the plant works and how FPL ensures the safety and security of the environment and its neighbors in the surrounding areas.
FPL has been preparing for a double crisis, with the hurricane season occurring during the current Covid environment, and continues to make adjustments as needed to respond to both. A customer package (to be placed on the PC website, along with other FPL resource materials) is being sent from SLC and FPL to provide details for customers to prepare adequately….we can never be too prepared. Other resources: FPL.com/storm provides preparation recommendations; FPL Mobile APP (download now) will be updated to keep customers informed during the storm season and it is also a tool to monitor your usage throughout the year; local news and social media will also be used to keep customers informed; if anyone is struggling to pay FPL bills due to Covid and needs help, check FPL.com/help for available programs. FPL recommends that everyone get informed, take hurricane season seriously and ensure that an emergency plan is developed. (FYI. The Sheriff’s reentry process to the Island after evacuation is on the PC website.)
Ms. Cotner also discussed:
  • The “breakwater pilot project” underway to prevent beach erosion along their shores. FPL welcomes any outside ideas for innovative techniques to minimize erosion.
  • Solar power and the importance to FPL and Florida. FPL plans to be the global leader in solar energy by 2030.
  • The remaining life of the SLC plant is about 20 years.


SLC Updated Guidelines for Vacation Rentals
For your information. SLC recently updated the guidelines for vacation rental owners and managers. The link to the new guidelines is on the PC website (Governmental Affairs Committee page).

Beach Update Information Attached:  The attached package (click here) was mailed last week from the County to Associations (not individual condo owners) and other Property Owners along the beachfront, within the 3.3 mile Federal Beach Project. Included in the package is the new SLC website link www.stlucieco.org/southhutchinsonproject, which provides background, timelines and requirements for the project.  One of the requirements for the initial construction is the Construction Easements from each property owner.  You are encouraged to review the package and attend the SLC meeting on July 29th to obtain more information and clarification.

We hope that everyone had a safe and happy 4th of July weekend. A special thanks to SLC Sheriff Mascara and the Sheriff’s office for the well-planned coverage on the island over the holiday weekend. Extra deputies and equipment helped to keep everyone safe and secure.

As this Covid-19 environment continues, our goal is to bring critical information to members via these email updates, the website, and scheduled meetings via Zoom, with guest speakers of interest to the membership.

Presidents Council July 21st Membership Meeting
Guest speaker for this meeting is Kate Cotner, Senior External Affairs Advisor Florida Power and Light. Ms. Cotner will explain how FPL is preparing for the hurricane season in this new Covid environment and what customers will need to do differently. This will be timely information for all of us. Also, as time permits, other topics of interest relating to the SLC plant and its impact on us will be discussed.

Beach & Dune Committee Update
Members of the PC Board continue to work cooperatively with the County to get clarity around the funding options for the Federal Beach Project, particularly important prior to the SLC Budget workshops beginning later this month. Also, have been meeting with the new SLC Deputy County Administrator, Alphonso Jefferson, who will be responsible for the project going forward.
As discussed in the past, adding public beach accesses will increase the Federal cost share and thus reduce the local cost to the County and/or property owners. At this time, there has not yet been any commitment in any of the strategically located properties. Therefore, the local cost share calculations are expected to be made using the higher end of the estimated remaining unfunded balance. If this changes later, the total local share will be reduced allowing a reduction of any planned levy.
Another critical milestone is signing of the USACE’s PPA (Project Partnership Agreement) which is on target to be completed in August. Following the signing of the PPA, the information package on the Construction Easements, a required part of implementing the project, will be sent by the County to the Associations/property owners. The package will explain the efforts needed to secure the project Construction Easements. Governmental Affairs
Update on the A1A crosswalk at Island Dunes. After some delays, FDOT has advised that the construction of the crosswalk will be completed by the end of November. This is most welcome news for all of those in the Island Dunes area.

Presidents Council July 21st Membership Meeting
Guest speaker for this meeting is Kate Cotner, Senior External Affairs Advisor Florida Power and Light. Ms Cotner will explain how FPL is preparing for the hurricane season in this new Covid environment and what customers will need to do differently. This will be timely information for all of us. Also, as time permits, other topics of interest relating to the SLC plant and its impact on us will be discussed.

Presidents Council August 18th Membership Meeting
Guest speaker for this meeting is Jacqui Thurlow-Lippisch, Governing Board Member South Florida Water Management District (SFWMD). She is an At Large Member representing an area that includes St Lucie, Martin, Palm Beach, Broward and Monroe Counties. For more information on SFWMD see their website: sfwmd.gov.

Summary of the Membership Meeting June 17th
Senator Gayle Harrell, Florida State Senator District 25, provided a very informative presentation identifying some of the key legislation passed in the last session and other issues currently impacting the state. Highlights of the discussion:
  • The opening of the 2020 session in January was filled with optimism and plans to continue the focus on education, clean water and Everglades restoration.
  • Covid-19 changed that. In February, Senator Harrell, Chair Health Policy Committee, met with committee members to review the budget in anticipation of the impacts of the virus. Additional funds were placed in the current year budget ($58M) and next year’s ($300M). However, the impact has been greater than anticipated at the time.
  • Current initiatives in the budget: education including funds for safe schools and mental health resources in the schools; record funds focused on environmental issues including Legacy Florida funds for the Everglades to stop releases, Forever Florida funds for land conservation efforts including land buying programs, such as rights of way for public beach access points.
  • State revenue is reduced dramatically ($878M in April), mostly due to reduction in sales tax receipts.
  • The Governor will be reviewing the budget, but at this time it is not anticipated that a special session will be called.
  • Bills passed in last session impacting Condo Associations: SB#476 cannot prohibit law enforcement vehicles parking on property; SB#1084 Emotional support animals must be permitted provided required documents from a physician are presented.
  • CARES (Corona virus Aid, Relief, and Economic Security Act) has dispersed federal funds to counties with a population over 500,000. However, local counties are less than 500,000 and do not qualify for these federal funds. Local counties may submit separately to gain additional funds.
  • The State has addressed the virus through many initiatives primarily protecting the most vulnerable individuals: five Covid-19 only nursing homes have been set up throughout the state; established testing criteria for nursing home admittance; ensured adequate hospital beds and equipment; prepared to address “hotspots” when they develop, as demonstrated in Indiantown. The basics are essential: wear masks and wash hands.
  • Discussed the killing of George Floyd and the response throughout the country. The senator indicated that we must engage in deeper conversation and listen to each other to come up with solutions to increase our cultural awareness. Major conversations in the state will continue.
We thank the Senator for her time with us and appreciate her efforts on our behalf in the State government. We gained increased awareness of the issues impacting our area, which were made apparent as Senator Harrell was asked to leave the meeting early to address the Roosevelt bridge closure.

Beach Project Update

As Harvey Alligood, Chair Beach & Dune Committee, indicated at the June membership meeting, the County has changed its position regarding compensation to property owners in the identified “gap” areas, who provide easements for public beach access points. These additional access points will increase the federal cost share for the project.  More information will be forthcoming, however, Harvey encouraged Associations in the gap areas to contact Joshua Revord SLC (772/462-1269) to better understand both the impact and compensation.
Following the June 9th Informal SLC BOCC meeting regarding funding for the Federal Beach Project, there have been separate individual meetings with Commissioners and the County Assistant Administrator as the PC Board works to clarify the funding plans.  The current “plan” continues to be finetuned and updated by the County.  The current draft version will be placed on the website for information and will be updated as subsequent versions are received.  
It is recognized the impact of additional beach access points on the project funding is significant.  The PC Board has taken additional steps to help coordinate communication between the County and the property owners to help ensure clarity, so that decisions can be finalized before the deadline.
